The WHW, Winterhilfswerk, was instaured on sept. the 13th 1933 to do street quest in favor of social welfare, NSDAP organisations, Army, police, Luftschutz, Red Cross, etc..In exchange of their donation, donors used to receive a commemorative insignia, they could wear to show their contribution to the war effort.
